The new law is requiring the state to achieve 20% water reduction in water use for urban areas by December 31, 2020. After the year is completed and everyone is given a chance to effectively update and change water usage, the new bill would give courts the right to hold a person liable for violating any ordinance or regulation adopted by the board, requiring urban water suppliers to keep a calculation of a target water amount by July 1st of each year moving forward.
The new bill also requires agricultural water suppliers to submit a written annual report each year no later than April 1st of each year. The bill allows the board to send regulations or informational orders that would require a distributor of public water to submit information about water use, water production and conservation. Once any ordinance has been posted and made public, any violation of the water conservation program is a misdemeanor, which means anyone convicted can be punished by being put in jail for no more than 30 days and/or they can be fined $1,000.
Although the new water laws are a lot, they are put in place to help the state of California. The state tends to face many droughts and hard times, but implementing the new water laws will hopefully help in hard times.
