San Francisco, California, October 8, 2026 -- Second Talent has launched Hire Offshore in the Philippines, giving companies in the US, Europe and Australia a way to hire full-time Philippines developers for $2,499 to $5,999 per month, with salary, payroll, taxes, statutory benefits, equipment and software included. Companies receive 6 to 8 vetted developers within 24 hours, conduct their own interviews and can complete a hire within two weeks.
Unlike a project outsourcing model, the developer works directly on the client's product, uses its tools and joins its existing team. Hire Offshore, a Second Talent brand, remains the employer in the Philippines and handles the local employment infrastructure, while the client manages the developer's day-to-day work.
Companies looking offshore have traditionally had to choose between finding individual contractors themselves or handing engineering work to an outside provider. Hire Offshore is designed for companies that want the developer to remain part of their own team without having to establish the employment setup required to hire in another country.
The client still makes the hiring decision and controls the work. Developers hired through the platform work exclusively on the client's product, use the client's systems and participate in its standups. Hire Offshore handles the employment relationship for the duration of the engagement.
The process starts with the company providing the role, technology stack and required working hours. Hire Offshore then returns 6 to 8 candidates within 24 hours. Each has already completed a stack-specific technical assessment, an English assessment at C1 level or above, and a behavioral interview. The client conducts its own interviews before choosing who to hire.
Hire Offshore's pricing ranges from $2,499 to $5,999 per developer per month. The fee covers salary, payroll, taxes, statutory benefits, a laptop and software licenses.
There is no upfront payment or placement fee, and the contract rolls monthly. The estimated monthly cost of a comparable US hire ranges from $13,079 to $25,461 when salary, taxes, benefits and overhead are included. Based on those figures, Hire Offshore's rates are 50% to 70% lower.
"The point is to give companies a developer they can actually bring into their team, without making them figure out the employment side of another country themselves. They still interview the candidates, choose who they want and manage the work. We take responsibility for everything around the employment relationship," said Elton Chan, Co-founder and CEO of Second Talent.
The model also includes a 90-day replacement guarantee. A dedicated partner checks in with the client after the developer starts, and Hire Offshore replaces the developer if the hire does not work out within the guarantee period.
The working arrangement is designed to accommodate companies operating across time zones. For US teams, developers can work a shifted day that provides 4 to 6 hours of overlap, with the schedule agreed before the offer.
Each developer also signs an NDA and an IP assignment in the client's favor. This allows the developer to work inside the client's engineering environment while the employment relationship remains with Hire Offshore.
The Philippines launch adds another market to Hire Offshore, which also operates across Vietnam and India. The platform finds, vets and employs full-time developers in each market while giving international companies one monthly fee for the engagement.
The launch builds on Second Talent's existing work with companies that Hire Developers in the Philippines. More than 200 teams have hired through Second Talent, with 92% of developers staying with their team. Clients rate the service an average 4.9 out of 5.
